Newest firmware, applies to Google TV Streamer, Chromecast with Google TV, onn Google TV:

1. Open Settings, then Privacy
2. Open Ads and choose "Delete advertising ID"

No. Apps, inputs and updates keep working. You may lose personalised recommendations.
